What is self-billing?

Self-billing is an arrangement in which the buyer, rather than the supplier, prepares and issues the invoice for a supply, under a prior agreement between the two parties. The invoice is still the supplier's invoice for VAT purposes in substance; the buyer simply produces it because it holds the data. Oman's e-invoicing specifications include a dedicated PINT OM Self-Billing specification for these transactions.

What self-billing means

In an ordinary sale the supplier knows what it delivered and at what price, so the supplier issues the invoice. In some relationships that logic is reversed: the buyer is the party that measures, weighs, counts or calculates what is owed. Self-billing lets the buyer turn that information directly into the invoice, instead of sending a statement to the supplier and waiting for an invoice that merely repeats it.

The result is still an invoice for the supplier's supply. The roles in producing the document change; the underlying transaction, and who makes the supply, do not.

When businesses use it

Self-billing tends to appear where the buyer controls the data that sets the price, for example:

  • purchases of produce or raw materials that are graded or weighed at the buyer's site;
  • commission, royalty or usage-based payments calculated from the buyer's own records;
  • large groups of small suppliers or contractors, where collecting individual invoices would be slow and error-prone.

In each case self-billing removes a round trip and reduces the risk that the supplier's invoice and the buyer's records disagree.

The agreement behind it

Self-billing rests on a prior agreement between buyer and supplier. Commercially, that agreement typically covers which supplies are included, how prices and quantities are determined, how the supplier reviews and accepts each invoice, how disputes and corrections are handled, and how long the arrangement lasts. Whether particular conditions apply for VAT purposes in Oman is a matter for the VAT Law, its Executive Regulation and your tax adviser; confirm them before you start, and keep the signed agreement with your records.

Self-billing in Oman's e-invoicing specifications

OpenPeppol publishes the specifications used in Oman's e-invoicing programme. Alongside PINT OM Billing, which covers invoices and credit notes, there is a separate PINT OM Self-Billing specification for self-billing transactions. Both use the UBL 2.1 syntax. Because the buyer issues the document, the specification has to make the roles explicit: who the supplier is, who the buyer is, and that the document was produced under self-billing.

Corrections follow the same discipline as ordinary invoicing. A self-billing invoice that turns out to be wrong is adjusted with a self-billing credit note that references it, not overwritten.

Controls a buyer needs

Self-billing shifts work, and responsibility for accuracy, towards the buyer. A buyer running it well usually has:

  • a register of suppliers covered by a current self-billing agreement, so no invoice is issued for a supplier without one;
  • verified supplier master data, including VAT registration details, because the buyer is now the one putting them on the invoice;
  • a review step before issue, separating the person who prepares the invoice from the person who approves it;
  • a clear channel for suppliers to see, query and accept the invoices issued in their name.

How Invoice And Tax supports self-billing

Invoice And Tax issues self-billing invoices and self-billing credit notes alongside ordinary invoices, credit notes and debit notes, generated in the PINT-OM UBL 2.1 format. Each one passes versioned validation rules and Schematron conformance checks before transmission, and issued versions are kept as frozen snapshots. You can record supplier documents and track payables in the same workspace. Read more on the self-billing feature page or in our Peppol explainer.

Questions about self-billing

Does self-billing make the buyer the supplier?

No. The supplier still makes the supply. The buyer only prepares and issues the invoice under the agreement.

Can a supplier refuse a self-billing invoice?

The agreement should say how a supplier reviews and disputes an invoice. Disagreements are normally resolved with a self-billing credit note and, where needed, a new invoice.

Is self-billing covered by Oman's e-invoicing specifications?

Yes. OpenPeppol publishes a PINT OM Self-Billing specification for self-billing transactions in Oman.
